Henry Hudson Regional: three districts, one PK–12 school district

The challenge

Atlantic Highlands, Highlands and Henry Hudson Regional in Monmouth County already shared a superintendent, but operated as three separate districts with three boards and three budgets. Before voters could consider merging, the communities needed a clear, defensible picture of what consolidation would mean for school funding and local taxpayers.

Our role

As part of the Rowan University School Regionalization Institute team, Dr. Brian Falkowski provided the fiscal analysis for the state-funded regionalization feasibility study, modeling budgets, state aid and tax impacts under the consolidation options.

The outcome

In September 2023, voters approved merging the three districts into a single PK–12 regional district, which took effect in July 2024. It was the first successful school regionalization vote in New Jersey since 2014.
